Photoshop
Elements has some really nice palettes for easily adding interest
to drawings. Some require that there BE a layer created and filled
with ANY color before they can work. Wow Neon is one of those.
It creates a glowing neon frame around the edge of a layer. You
do have to be careful not to apply it to a layer in which you are
drawing, or the drawing will disappear and just the glowing boarder
will show!
To
add a new layer, click the first icon in the layer palette [it looked
like a sheet of paper].
One Example:
Open a photo. Create a new layer On the new layer pour paint using
the paint bucket tool. Then from the Effects palette, pull down
to Wow Neon and select one. As always, Save for Web.

Note
that layer 1 can be filled with any color before the Neon effect
is applied. Be sure to apply the neon in a layer ABOVE the image
or it will not show.
With all styles and effects, keep your layer's palette
open also so that you can see where things are. Layers can be moved
up or down simply by dragging them. A LOCKED layer cannot be moved.
To unlock the background layer, simple double click it and change
it to a regular layer.
Now go ahead and experiment; try other effects.
